  1. Community discussion and engagement - public meetings, workshops to inform residents.
  2. Written request by majority of electors - a majority of registered voters must request dissoution in writing.
  3. Provincial legislation - The Minister of Municipal Affairs reviews, and if appropriate, revokes the letters patent of the municpality.
  4. Transfer of assets, liabilities and services - infrastructure, liabilities and services must be formally transferred to the receiving body (SRD).
  5. Effective date of dissolution - on a set date, the municipality ceases and the new governance structure takes over.
